The United States has announced a call for applications for the United States President’s Emergency Plan for AIDS Relief (PEPFAR) Small Grants Program. Through this PEPFAR program, The United States has strengthened the universal capacity to prevent, detect, and respond to a new and existing risk of infectious disease. The objective of PEPFAR is to deliver lifesaving services in countries hardest hit by HIV/AIDS.
The U.S PEPFAR help 22 African countries, among which Mozambique is one. The PEPFAR goal in Mozambique is to support country efforts to achieve epidemic control through evidence-based policies and interventions to drive progress and save lives.
At present The U.S. Embassy Mozambique is accepting innovative and cost-effective projects/activities focused proposal for PEPFAR small grants program.
Who can apply for the PEPFAR Small Grant program?
- The PEPFAR Small Grants Office welcomes applications from registered non-profit Mozambican organizations that are locally and legally registered such as Community Based Organizations (CBO), Faith-Based Organizations (FBO), and other Non-Governmental Organizations (NGO)
- The grant receiver should emphasis on persons living with HIV/AIDS. The fund used for stigma and discrimination, democracy and governance (as related to the national HIV response), HIV prevention, care and support or capacity building
- The Small Grant Program fund should not be used for direct costs of treatment
What areas are included for PEPFAR program?
The PEPFAR Small Grant program focused on two specific areas;
- Orphans and Vulnerable Children
- Prevention for Priority Populations
How much fund is allocated for which program/area?
Funding is likely to be granted as the following:
- Orphans and Vulnerable Children: $38,000.00 for each project
- Prevention for Priority Populations: $38,000.00 for each project
What is the funding restriction?
Funding cannot be used for the following purposes:
- Construction of buildings
- Salary, rent, utilities or office furniture related to the organization applying for the Small Grants funding
- Land purchase
- Security guards
- Motor vehicles (including motorcycles, but excluding bicycles)
- Car insurance, motor vehicle repairs or upkeep
- Outside audits
- Purchase of alcoholic beverages
- Promotion of abortion counseling or referrals, or advocacy to decriminalize abortion or abortion services

- A copy of the organization’s registration
- Application for Federal Assistance
- Complete PROJECT Information Form
- Complete budget information sheet
- A proposal and also a one-page project summary
The application process for PEPFAR Small Grant program
- You need to complete the Application for Federal Assistance SF-424 form
- This is a standard form including the continuation sheet. There are around 20-21 sections which need to fill out. Here the section with asterisk sign are required items.
- The application process is easy and quick only if you have prepared all the documents
- All the documents need to be submitted to MaputoPepfarCommunityGrants@state.gov
What to include in your proposal for PEPFAR?
It is important to follow the instructions carefully and draft your proposal including all the information that the funding organization has asked for. Check out the list below of what not miss out in your proposal;
- General information of the organization (past experience)
- Target group disaggregated by age, sex, risk behavior or other relevant parameters
- Short description of the intervention, for each specific target group including the basis for selecting those interventions
- Explanation of how the interventions target the key drivers in the specific epidemic context
- Description of the geographic and/or population coverage of the intervention
- Funding history and current partners and/or donors
- Description of the how proposed activities are integrated with or linked to other PEPFAR activities
- Information about previous or current technical assistance received by the organization
- Interpretation of how gender issues will be addressed within proposed activities
- Estimated number of people to be reached with individual and/or small group level interventions by each funding category
- Monitoring & evaluation plan
- Implementation plan
- Detailed budget (in US Dollars)
- Brief description of key personnel
Your project proposal should not exceed ten pages and each page of the proposal must be numbered
The Proposal must also include a one page summary of the proposal.
The summary should include:
- Name of the organization and project title, program area (Orphans and Vulnerable Children and Prevention for Priority Populations) and its geographical area including implementing site information
- Key objectives
- Target group
- Primary activities
- Expected measurable results
- Amount of funding requested
- Name and contact information of project coordinator
Important things that must be checked
- This PEPFAR Small Grant program opportunity is only to Mozambican organizations
- Your proposal must focus on any of the focus areas; Orphans and Vulnerable Children or Prevention for Priority Populations
- Your project proposal should not exceed ten pages (font Times New Roman, font size 12, and 1.5 line spacing)
- Each page of the proposal must be numbered
- Must submit a one-page summary of the proposal
- The budget must be in US Dollars
- Don’t forget to enter the Funding Opportunity Number and title of the opportunity under which assistance is requested, as found in the program announcement
- Check whether the proposed start date and end date of the project is correct or not
- All the documents that need to be uploaded (mentioned above)
